Support AND operator on Auto-select checks by tag feature

On the Groups Checks page it’s possible to select checks based on tags.

We assumed that these tags were AND’d together initially but it looks like they are OR’d.

In our use-case, we would love this to be an option, and that would enable us todo things like:

Add checks for env: prod AND owner: my-team
