More granular user-permissions down to specific checks

We would find it very useful to have more granular permissions for users.

In our use-case, we would prefer our infrastructure team to manage the http-checks and sslcert-checks.

However checks like API / Transaction require more in-depth understanding of the service being checked, so would be better suited for the service owner to manage (i.e. our developer/app teams).

Currently only 3 different permission levels are available, but these are not tied to the types of checks a user can manage.

We could potentially work around this with sub-accounts, but the same problem would still exist.

Sub-accounts also do not work for us because they are not available to manage in the uptime terraform provider.
