Improvements for timezone reporting

Hi

We have some feedback from our developers using uptime.com.

1. Could there be an option for UTC in the account settings?

2. Could the reporting (when viewing on the browser) of checks/outages also have the option to default to the users local timezone? I was thinking this could probably be accessed from browser features, but could also be a per-user cookie (unless they are real users on uptime.com, at which point it could use it from their saved preferences).

As a fallback, it could default to the account settings timezone (which in our case I think we would prefer to be UTC).
