Allow changing Locations on sslcert via Terraform uptime provider

Currently the attribute for locations on the sslcert check is read only in the Terraform provider. I would like to be able to configure this property via my codebase without interacting with the dashboard. As of right now I have to log into the dashboard after I add these types of checks to my codebase and change this property manually. This conflicts with our company change request system and SOP.
