Add Option to Pause Check execution during Maintenance Mode

As a user that sets maintenance mode on a check I need the ability to set a check to not run during the maintenance. Currently today during maintenance mode a check still runs and alerts are suppressed. This is a good feature and sometimes I need this but I need the option for the check to actually not run at all to prevent my infrastructure from being queried by a check.
